It’s been a little while since the Shangri-La Dialogue took place, and we’re now at the point where detailed analyses—including statements from defense ministers of various countries—have just wrapped up. Among them, Singapore’s defense minister has commented quite skillfully on the tensions in U.S.-China relations. Well, just as expected.
As you know, Singapore occupies an extremely important position as a financial hub in Asia, especially for Western nations. Therefore, it might seem natural for the country to side with the U.S., but at the same time, given its history as a nation founded by Chinese immigrants, it still maintains strong ties with mainland China, particularly among the ruling elites.
It’s truly impressive how the minister elegantly captures this delicate balance in his statement: “Chan Chun Sing: Not pro- or anti-China or the US, ‘We are pro-ASEAN.’” I believe this is a very wise strategic positioning. Currently, there is no other “community” besides ASEAN that has the capacity to function as a third axis, unaffected by either China or the U.S. (though, of course, it is not a monolithic bloc).
Furthermore, his statement—“Circumstances don’t define ASEAN; our responses to circumstances define us”—is masterfully phrased, and I believe it’s spot on. Singapore’s leadership, with its clear sense of self, is as strong as ever. Incidentally, I hear their per capita GDP has already surpassed 2.6 times that of Japan…
少し前に持たれたShangri-La Dialogueについては、各国の防衛担当大臣の声明など詳細分析がちょうど一巡するタイミングです。その中で、シンガポールの防衛大臣がなかなか上手に米中関係の葛藤についてコメントしていますね。さすがです。
シンガポールはご存知のように、西側諸国にとってもアジアにおける金融ハブとして超重要な地位を占めている。よって米国に肩入れするのが自然と思われますが、同時に、国家が中国系移民で成立した歴史もあるため、権力層を中心に今も大陸中国との縁が強い。
その微妙なところを、「Chan Chun Sing: Not pro- or anti-China or the US, ‘We are pro-ASEAN’」と華麗に表現するところがさすがですね。そしてこれは、非常に賢明なポジショニングだと思います。中国にも米国にも引っ張られない第三軸として機能できる力がある「共同体」は目下、 ASEAN以外にないので（もちろん一枚岩ではないですが）。
加えて、「Circumstances don’t define ASEAN, our responses to circumstances define us,」と、見事な物言いをしていますが、これも正解でしょう。シンガポールのはっきりと自分を表現するリーダーシップは健在ですね。強い。ちなみに1人当たりGDPは、既に日本の2.6倍を超えましたとさ…。
